Mame32 hardware real requirements

How many mhz do I need to get 60/60 fps (constant fps with no slowdowns) in Mame32 with games like Gunbird, Dangun Feveron, Sengoku Ace, Shippu Mahou Daisakusen, ESP Rade, and many other games from the late nineties, which seem to be very hardware demanding????. I'm updating my computer so...will a P3 750 be enough?
