It is the nature of amplification circuits. Any extremely slight change in voltage (sometimes in the circuit itself) gets greatly magnified when you have the volume turned all the way up. This is the "noise" you hear. I would suggest 2 things, turn down the speakers volume to where you no longer hear the static and then turn up the volume coming from your soundcard. I usually set my speakers and soundcard both on 1/2 volume to start out with and then adjust each one till I get a result I like.
