mame going daffy on my PC

hey guys, mame is doing odd things on my home PC which i have finally gotten it into. for some reason, when i'm using the PC normally, the picture is perfectly fine and such, and even when i pull up the DOS prompt to run MAME... however when i run a MAME game or frontend, the whole screen shifts to the left, just a little but far enough that my screen adjustment won't bring it back in. even when i try rotating the game screen, it still shifts (same direction, although when the monitor is on its side left becomes bottom, etc, you get what i'm saying)

so what gives?? do i have to change resolutions or something??
