Not sure what you are doing wrong here, but you just unzip VSYNCMAME into your MAME directory..
To use it you set up AOS to use VSyncMAME executable instead of the normal MAME.exe or you could rename Vsyncmame to be MAME.exe.
Its part of the MAME license, that each variation has to have a different .exe name.
