If you mean the thing that covers the hole from the top of the control panel, I don't have any
optical rotary's so I don't know how they're assembled, but on my mechanical rotary's, you have to remove the joystick handle from the shaft (however that's done on the opticals) and then the disc comes off from the top...
Since these are the only arcade joysticks I've ever handled, that's all I know!
