: 1. Can the connections for the left 8 way stick (and buttons) be passed directly to the central 4 way? The two will never be used simultaneously and this would eliminate the need to reconfigure many of the games(just use mame default settings).

I'm not sure if you can do what you want but consider going with an encoder (ala the Hagstrom KE72) and wiring the two sticks separately. You can simply make the inputs produce the same keystroke. That's what I'm doing with my cabinet. Two 8 ways and 1 4 way in the middle. The left 8 way and middle 4 way are wired to separate interfaces on the KE72 but each interface produces the same keypress.

: 2. In a similar fashion, could the two connections for the trackball buttons be wired to two of the three buttons next to the left side 8 way? This would close two circuits per button press, but again, they would never be used together.

I was advised, when trying to do this same thing, that it was not advisable. Instead, I went with a Hagstrom solution and got the ME24 (I think that's what it's called but it's the separate piece which handles trackball and spinner inputs simultaneously). I had to create three separate buttons for mouse activity -- which didn't work out too bad in the end.
