Two-player would be the minimum for me. There are a few 3- and 4-player games, but not many; but there are quite a few 2-player games.

That depends; do you want to play any games that require a trackball or spinner? There are only a handful of spinner games (although, they are important ones in my opinion!), but there are a lot more trackball games. Also, the trackball can be used as a mouse if you plan on having Windows on your PC.
: 3. 4 way or 8 way joysticks? Best to have one of each or just 8 way?
A lot of people have at least on 4-way stick on their panel. I have two 8-ways, and I have no problems whatsoever. I'd go with 8-ways.
