You can't use the cards at the same time, infact dual display under Windows 98 sucks anyway.
However some motherboards have a bios option called
Init Display (either PCI or AGP), so you can select which card you want to be your primary adapter, the other one is made redundant, I did this sucessfully, however it did crash occasionally when working with the Display properties.
GeForce/TNT cards arent a particular great card for Arcade Monitors or so I've been told.
