This last weekend I hooked up an old pentium with an ATI Turbo Pro TV card (a video card from about 3 yearsw ago) to my 61" TV. The ATI has an S-video out and I used it. I was amazed by the picture quality. It is not the same as a monitor but has a good look for the games I checked out (Ms. Pacman, Star Wars, Pac-Man, Donkey Kong, Mr. Do, Donkey Kong Jr., Alien Syndrome). I had hooked the some card up to a 25" TV earlier with no S-Video input (Actually I had to go from the video card to an RF modulator as the TV didn't even have a composite video input). The picture was horrible! I had actually purchased a 20" PC Monitor to use in my cabinet but after this last test I will purchase a 27" TV w/ S-Video input and use it instead. I have started to notice that more people are using TVs in their cabinets and the trick seems to be to use S-video. I would purchase an ATI card as that seems to be the most successfully utilized card in this type of setup and that way you can avoid a convertor.
