I remember working with very old "black and green" monitors and they left a trail which took more or less to disappear. It's a matter of how the monitor is made. Nowadays the fade really fast, but if you turn off the lights and fade from a bright screen to totally black you'll see this effect quickly.
I think it's this way but I may be wrong as well
