According to the good man Saka (VSync-MAME, and Mon-ARC co-author) there is a good videocard out there, its called Trident Blade3D and it offers resonable 2D/3D performance and hardware DVD support at a good price..

Saka has developed some several programs to assist this card:

Mon-ARC for Trident Blade3D

While I haven't tested this card, Saka informs me that it is does work good under Windows, much better than Matrox G400 and Sis6326, and as it also supports 320x240 you can run games without interlacing the display.
I presume DVD playback will also work too.
