Well, your problem is that the 4006 is not a real
commonly used part. The circuit should probably be redesigned to use something more common, like the 4015.

That said, BG Micro lists 4006's available at 30 cents a pop, (their part number is ICS4006). Order online at http://www.bgmicro.com, or call 800-276-2206. I've ordered stuff from them a couple of times and have no complaints. They have a $10 minimum purchase for a credit card, but in addition to some of these older logic chips they have a bunch of doo-dads you might find useful or amusing.
