All 15khz drivers for Windows are not very good.. Basically they interlace a 640x480 display at 30FPS.
This effect various things, like Video overlays and such, even the mouse becomes effected by this, meaning its not very good for using anything Windows related.
Soon as Windows changes resolution you screen refresh does go out of bounds.
Only way to make an effective Windows driver is with Medium Resolution monitors as they can handle upto 640x480 at 50hz.
