Problems with ATI All in Wonder 128 and my TV-onlyu 16 colors

I get great display in all colors and all games in both MAME and other PC games when my computer monitor is hooked up to the ATI All in Wonder, but when I hook up my TV I can only get it to display if I change resolution to 16 colors. Any other choice gives me a black screen. Does anyone else have this problem? Any suggestions?
