Help connecting Dell laptop to arcade monitor (VGA or TVOUT?)

I have a dell inspiron 3800 laptop. I also have a
cabinet with a 21" arcade monitor which USED to be
hooked up to a dedicated PC with a standard video card.
That PC passed away and now i have built controls and external adaptors so that I can plug my lappy in. One showstopper tho is that the video card doesnt like the low scan rates that ArcadeOS uses. It displays half the image twice on the screen :(

The next idea i have, since the laptop can output to TV via a 5 pin plug (not sure of the specs on it) and since it can output at NTSC frequencies, it might go nicely with the arcade monitor. Any ideas????
