Well, I think it's for connecting to the common ground on the game chassis itself. If you notice it seems like it takes the charge from the rollers themselves, perhaps removing a static charge that could build up on the trackball. Since I have nothing like this, I just ended up removing the wire. Probebly not the best solution, but I haven't had any problems...
