Controllers shouldn't be a problem, nor sound.

For audio I'd just get a nice set of PC speakers with subwoofer. You should only need two channel plus the sub. Embed the speakers somewhere in the cab so they aren't really visable, or so they look like arcade game speakers. I'll have pictures of how I did this exact thing at nuxx.net as soon as the domain transfer goes through and I upload everything.

As far as controllers go, get yourself an extra el-cheapo dreamcast controller and literally solder (or otherwise attach) the leads from your arcade buttons to the contacts for the original buttons. The same goes for the joystick. The only problem I can see you having is the analog stick, or any analog parts of the controller for that matter. Maybe you can find some specs someplace on the electrical workings of a Dreamcast controller and just build the same, but with arcade-type parts? Either way, this should work for the digital parts (four way gamepad, buttons, etc) which is pretty much all you need for fighting games (I think?).
