Analog joysticks

How would I go about creating a control panel that connects to a console and includes the analog buttons and joysticks. I'd like to play Dreamcast games in my arcade (connecting the output of the Dreamcast via VGA cable to my U 3100) but using an arcade like control panel. Any suggestions?
