I think I may have figured out how to force VGA to use 14Khz via hardware. But, it's ISA and the only PCI system I have has its ISA slots blocked (both of them).
I need someone with an arcade mon. to try it out for me. It's a 3/4 length card (maybe full I'm not sure).
It works with ISA based vids, but I'm trying to figure out if it'll work with PCI/AGP
