Atari TB/spinner optical encoder to PC mouse?

Has anyone hacked an Atari optical encoder(from a
trackball or spinner) to a PC mouse? I am attempting to
do this, and I cannot get it to work. I tried the mouse
hack at the Lusid's site, but that was to interface to
a Happ's encoder, and it doesn't work.

Rather than go into a lot of detail here, if anyone
thinks they can help, please let me know.
