I don't think Raine has a -ntsc or -arcademonitor switch like mame and it doesnt auto size (pick the best resolution) so maybe the default resolution is not compatible with your arcade monitor. Have you tried different resolutions with Raine? (maybe that was the first thing you tried, but you never know...)
