Two trackballs, or 3?

I would really like to hook up two trackballs to my mame cabinet and I don't know how it will work.
I will be using a windows 98 or me system, so ArcadeOS is out. Is there some way that windows can recognize both trackballs. What I'm looking for is to be able to use both balls in Marble Madness.
I have a Hagstrom ME4 for one trackball. Should I get the Happs USB interface as well?
Please help.
Also, if it is possible I would very much like a control panel that has three trackballs to play Rampart.

If this is a pipe dream for Rampart please tell me, or better yet tell me how it can work.
