The Step by Step (over in the left frame) should help you out. Some things don't apply to you since you're doing a Dreamcast stick not a PC stick.
Once you've gone through it, I recomend looking at some of the Playstation projects. There are no Dreamcast projects documented yet (why I don't know...)
: I was wondering what steps I would need to take to make a good Street Fighter style arcade stick for my Dreamcast. I really have no clue where to begin (besides buying the buttons and the joystick).
