I wrote up a document on hacking a keyboard for MAME. It is posted at http://www.mameworld.net/emuadvice/main.html under keyboard hacks. It covers mapping out the matrix, how to get around blocking, choosing keys to assign, etc. I think you would find it useful.
I am currently revising it to add the PC Concepts matrix and hopefully will submit that today. Not sure when the revised version will be posted, but the basic would still help you.
