From what i c, the design is different from tempest spinner. You may be able to modify it though...
I dont have the pic here, but what you could possibly do is to:
1) Take the gears out (and any unnessary mounting)
2) Take the main shaft, and attach a bunch of heavy washers to it - for wieght. It must be Perfectly ballenced though!
3) Attack the opto disk to the very bottom of the shaft.
4) Remount opto sensors in the new postions
