I had a Pentium 233 MMX with 64 mb of ram for a year. I don't know about MAME, but I was using NeorageX, and KOF 97/98 took about 1.5 minutes to load, then ran perfectly fine.
On my brand spanking new PIII-667/256mb, it takes about 15 seconds to load KOF99. Anyhow, the point being that 20 minutes (if that wasn't an exaggeration) is off the page.
