I'm no EE but shouldn't the unit be plugged in (albeit off) so that the charge can leave the unit through the wall ground?

NO! NO! NO!!! Unplug the monitor from the wall and discharge it to the frame. The spark to the screwdriver from the opening (anode) gets rid of the charge. Some monitors have an auto discharge so leaving the unit off for 2-24hrs will discharge it as well. But I always like to play it safe and test it anyway!
