Monitor Discharge: Unplug Everything First?

Hi Folks,

In preparing to reflow the solder on my monitor pcb, I am reading about how to discharge the anode. It doesn't seem all that complicated but I must admit it sounds a wee bit scary.

On Al's guide to installing a cap kit http://www.alsarcade.com/capkit.htm he says to unplug everything before using a screwdriver wrapped with lamp cord that is connected to the monitor chassis to discharge the anode. I'm no EE but shouldn't the unit be plugged in (albeit off) so that the charge can leave the unit through the wall ground? I'm extra concerned about this because my JAMMA cabinet is more plastic than metal and I want to make sure the charge leaves the cabinet...

Like I said, I'm not an EE so please advise.
