The way to check is by using a volt meter.
Make sure 12v = 12v... 5v = 5v ect...
Its ok to be a tad high (like 12.1v)... but being Under will give you freaky problems. Too high and you can fry the boards.
If you look, you can find a pot that controls the output. Disconect the powersupply from the wiring (or maybe just disconnect any boards) and slowly turn it till values are correct.
Caution :If the boards are in it while increasing the power - it may fry it. Those things are very sensative and hard to control so dont think you are a Jedi or something :) ...unless you are prepared for the worst...) Also, if say 5v = 3.9v and all other values are correct... you cant turn the rest up. You will have to buy another powersupply.
A side note - Some older games will need a larger increase in volts because the wireing is old - and causes too much resistence.
