Remapping IPAC keys in DOS and Windows

I'd like to be able to remap keys in some games other than MAME/AOS and wondered if anyone can recommend a remapper that works with the IPAC and works in DOS or Windows (I imagine I'll need one for each OS).

I want to be able to play You Don't Know Jack in my arcade cab under windows but there isn't an IPAC key for the appropriate buttons - you can't remap them within the game. I know it's not very 'arcadey' but YDKJ is a fun party game to play.

There are also some older DOS pinball games I'd like to play as well that also don't have a remap feature within the game. I've recently added flipper buttons to the sides of my cab and would like to play more pinball games (in addition to some of the MAME ones - Time Scanners is pretty cool).

Does such an app exist or an easy way to do what I want on the fly?
