First start the game in MAME, hit the tab key to bring up the menu, and select Inputs or 'key assignments' (this game).
Timing is a little difficult here, basically two different keys pressed rapidily after each other generate AND, two keys with a pause between generate OR, and one key pressed rapidly twice generate NOT.
So, from the inputs menu, scoll down to UP and press enter. Press "UR...(pause)...UU (fast) ...(pause) UR... (pause) ... RR (fast) and (I think) ENTER to put the command in.
Its difficult to explain, but if you try it out, it should make more sense.
