I've not yet connected my I-PAC to a bunch of buttons -- I've only mapped out everything to make sure it will work on my Macintosh. I found that the Shift button only registers once you release it. It's the only button that seems to work that way.
Would you try holding some other button(s) down, then pressing and releasing Start 1 to see if it works?
