The logitech mouse driver has options in MOUSEDRV.INI. One is "orientation". Normally it is set to 0. 180 made it reverse.
I think the MSMOUSE driver will work if you use /O 180 on the command line.

Gmouse uses "rotationangle" in gmouse.ini
This link has a bunch of mouse drivers. One will probably work. Look in the directory where your mouse driver is and see if there is a configuration file.
This is all just in DOS. I don't know how to do it in Windows, but I bet there is a setting someplace.
