First MAME cab and i need comp spec and control recommendations

After about a year of putting it off, i've finally decided to go ahead and create my MAME cabinet. I have just recieved a few secondhand compaq pentium 133s with 16 and 32 megs of ram. they're bare-bones (no sound or video cards) but hey, they're free. My ideal cabinet is one that would run 2-player versions of x-men, simpsons, and TMNT. These systems, i imagine, can probably already handle the old school games. I am wondering what would be the bare minimum requirements to run TMNT, xmen, and simpsons. I'm on a tight budget with about $350-400 right now on the whole project. here are the questions i have:

-what would be the best minimum req system for Xmen, TMNT, simpsons?

-Would a keyboard hack give me problems running 2-player versions of these games?

-What should i expect the cost to be for a system that runs these games (cab parts and playing parts only, no decoration yet)?
