No. To do that you would need another device to convert the RGB and sync signals into composite video. If the pin out shown is correct, you could connect the composite video to a device that has a video input (such as a vcr) then go from there to the tv. And send the rgb and sync to the jamma board. Just don't forget the ground on both.
