You are getting the too scan rates confused..
Vertical Scan rate is 60hz, but you see NTSC runs at 60hz Vert and 15.75Khz horizintal where as the monitor runs at 60hz Vert and 31.5Khz horizantal or higher..
Most monitors can't handle the low 15.75Khz signal, most shut themselfs off, but older monitors don't, becareful you could damage/override you're sync compaciators.
