Yes you can make new tweaked scanline modes with advance mame. You don't have to put them on with -scanlines, just select one in mv.exe or make one there. Save it to your mame.cfg and then use this mode with advance mame...
Personally I prefer making 16bit modes at double the original resolution and then using the filter option in advance mame to blur the edges. for me these look more like an original low res arcade monitor than the scanline modes
